Redland City Plan amendments

The Redland City Plan is an important policy instrument that guides growth, land use and development in Redland City. Council is committed to ensuring the City Plan remains consistent and relevant in response to changing community needs, legislation and other factors. This will be achieved through an ongoing program of feedback, review and amendments as regulated by the Planning Act 2016.

Amendments may involve a change to a planning scheme map (for example a zone change), a change to the written parts of the scheme, or both. Depending on the type of amendment proposed, each amendment will follow a process set by the State Government.

Below is a list of amendments already made to the current Redland City Plan that came into effect 8 October 2018. As of 3 July 2025, Version 13 of the Redland City Plan is in effect. All previous versions have been superseded.

The amendments in this list have either commenced or been withdrawn since the commencement of the Redland City Plan 2018.

04/19 - Major Amendment - Environmental To integrate the Wildlife Connections Plan 2017 - Withdrawn 10 June 2020 Withdrawn – at its General Meeting on 10 June 2020, Council resolved not to proceed with the proposed amendment package.
06/19 - Minor Amendment - (Dual Occupancies) To provide clarity on design and sitting criteria for dual occupancy development - Adopted 6 March 2019

07/19 - Minor and Administrative Amendment - General To make multiple administrative, minor and planning scheme policy amendments - Adopted 5 June 2019

01/20 - Minor and Administrative amendment To make multiple minor and administrative amendments - Adopted 4 November 2020

01/21 - Major Amendment - Environmental Significance Overlay To strengthen the protection of the most important urban habitats and wildlife corridors

- Public consultation closed 31 July 2023

- Withdrawn 11 October 2023

Withdrawn – at its General Meeting on 11 October 2023, Council resolved not to proceed with the proposed amendment package.
02/21 - Major Amendment - Southern Thornlands Potential Future Growth Area (STPFGA) To reflect Council's preferred future land use intents for Southern Thornlands - Withdrawn 21 May 2025 Withdrawn– at its General Meeting on 21 May 2025, Council resolved not to process with the proposed amendment package. This followed the State government's decision on 4 April 2025 to declare Southern Thornlands a Priority Development Area (PDA) and take over as the planning authority for this area.
04/21 – Minor and Administrative Amendment – General To make multiple minor and administrative amendments

- Adopted 19 January 2022

- Commenced 9 February 2022

The amendment package took effect as Redland City Plan V.6.

01/22 – Minor and Administrative Amendment – Heritage The amendment includes updates to Schedule 7 – Heritage Schedule and miscellaneous amendments including format and presentation changes

- Effective 9 November 2022

The amendment package took effect as Redland City Plan v.8.

01/23 Minor Amendment – Environmental Significance Overlay Maps: Matters of State Environmental Significance (MSES) and Matters of Local Environmental Significance (MLES)
Update MSES to reflect the latest State mapping.

Minor changes to MLES to reflect recent development approvals.

Ensure MSES and MLES are shown on separate maps.
