Security cameras

Redland City Council recognises the importance of maintaining safe public spaces for the community while safeguarding individual privacy rights. Council uses CCTV security cameras for the protection of Council assets, local law enforcement, and customer service functions. The provision of recorded security camera footage to Queensland Police Service (QPS) assists to support a safer community. Council’s cameras operate in certain public spaces 24 hours a day, seven days a week.

Objectives

Security cameras are a valuable tool for improving Council’s ability to protect our assets and respond to crime, antisocial behaviour, and community safety incidents in collaboration with QPS. Security cameras benefit the community by:

  • Protecting assets for community use
  • Encouraging appropriate use of public spaces
  • Increasing pride and ownership of public spaces
  • Detection, reduction and prevention of unlawful and antisocial behaviour
  • Working alongside QPS to identify and prosecute offenders.

Security camera locations

Council has installed security cameras in the following Redland City locations:

  • Capalaba Bus Station, Capalaba
  • Cleveland Library Square, Cleveland
  • Cleveland Point Reserve, Cleveland
  • Moores Road Car Park, Redland Bay
  • Weinam Creek Car Park, Redland Bay
  • Wellington Point Reserve, Wellington Point
  • Victoria Point Reserve, Victoria Point
  • Karragarra Island Ferry Terminal
  • Lamb Island Ferry Terminal
  • Macleay Island Ferry Terminal
  • Russell island Ferry Terminal

The program may be expanded across new areas of the city in line with QPS crime statistics and Council's ability to sustainably fund the installation, operation and maintenance of security camera equipment.

Temporary security cameras

Council may deploy temporary security cameras for short-term responses to asset protection and antisocial behaviour offences at open space locations.

Council works in partnership with QPS District Crime Prevention team to monitor and assess public areas for crime statistics and suitability for temporary security camera use.

Temporary security camera requests are prioritised within available budget and resources to support the protection of Council assets and assist evidence collection for QPS.

Temporary security cameras are not intended to precede planning or funding for permanent security camera systems. They are designed to provide a short-term intervention to transient security and safety issues in Council’s open space areas.

Mobile CCTV cameras

Council may use mobile cameras for the purpose of capturing breaches of local laws such as illegal dumping. Mobile cameras are managed by Local Laws in response to identified enforcement needs.

Privacy

Under the Information Privacy Act 2009 (Qld), Council may only collect personal information that is necessary for its functions and activities. Council uses security cameras where public safety concerns and crime levels are supported by QPS statistics, and where infrastructure and technology permits.

Council displays public disclosure notices at each location where security cameras are placed consistent with privacy legislation. For more information, please refer to the Security Camera Disclosure Notice (PDF).

Security camera footage

The security camera footage captured on Council’s network is stored for a minimum of 28 days. This footage may be kept for a longer period of time if it is requested or we are notified within this timeframe that an incident may have been recorded.

Council can release security camera footage to QPS under the Information Privacy Act 2009 (Qld). Before this footage is provided, a strict process is followed to protect the privacy of individuals.

For enquiries about incidents recorded on Council’s security cameras, please contact Queensland Police Service first to lodge a report. After you have contacted QPS, call Council on 3829 8999 or email rcc@redland.qld.gov.au.
