Council's Disaster Management responsibilities
Redland City Council coordinates disaster preparedness, response and recovery across Redland City in accordance with its responsibilities under the Disaster Management Act 2003.
Council also establishes and administers the Local Disaster Management Group (LDMG) to support coordinated and effective disaster management activities. This work is guided by the Redland City Local Disaster Management Plan (LDMP)(PDF, 4MB), adopted in December 2025, which outlines the agreed arrangements for the prevention of, preparedness for, response to, and the recovery from disaster events that may impact the Redland City local government area.
Our role in prevention
Incorporates prevention, mitigation and resilience activities, such as:
- Land use planning, building codes and regulations
- Community education, awareness and resilience activities
- Planned mitigation burns and preventative maintenance programs for essential infrastructure
- Design improvements to provide more resilient essential infrastructure or harden existing infrastructure
Our role in preparedness
Includes disaster management planning, training and activities such as:
- Develop and maintain the Redland City Local Disaster Management Plan (LDMP)(PDF, 4MB), outlining arrangements for preventing, preparing for, responding to and recovering from disaster events
- Undertake training programs and exercises
- Provide community education and preparedness information
- Prepare and pre-positioning of equipment, kits and supplies
Our role in response
- Coordinate disaster response through the LDMG and Local Disaster Coordination Centre (LDCC)
- Release warnings, emergency alerts and public information
- Coordination of disaster operations in partnership with LDMG member agencies such as Queensland Police Service, Queensland Fire Department, SES and other response agencies.
Our role in recovery
- LDMG to activate the Local Recovery Group (LRG) when dedicated recovery coordination is required
- LRG to lead local recovery efforts and coordination of services across agencies
- Where required activate sub-groups; human and social, environment, economic, and infrastructure
- Improve disaster operations through formal reviews and continuous resilience-building
Local Disaster Management Group (LDMG)
The Redland City Local Disaster Management Group (LDMG) is the statutory, multi‑agency body responsible for disaster management in Redland City. Established under the Disaster Management Act 2003, it includes Council representatives and key Queensland Government agencies.
The Redland City Local Disaster Management Plan(PDF, 4MB) is the LDMG’s primary framework for all phases of disaster management, from prevention and preparedness to response and transition to recovery.
Local Recovery Group (LRG)
The Local Recovery Group (LRG) is activated by the LDMG Chair when communities are affected and dedicated recovery coordination is required. While the Recovery Group leads recovery actions, the LDMG maintains oversight.
The Local Recovery Group develops event‑specific recovery plans based on the Redland City Disaster Recovery Plan(PDF, 22MB) and, depending on the nature of the disaster, may coordinate work across four recovery functions:
- Human and social
- Infrastructure
- Environment
- Economic.
