Rock Supply Update: Limited Availability for Private Requests

Due to the tropical cyclone and recent increased rock demand for community assets, Council has very limited supply of rock and cannot guarantee any private landowner requests for rock. Council will assess any rock requests against available stockpiles and community asset need and resident eligibility. 

Note rock supply fees for 2025/26 from NSI Fisherman Quarry remain unchanged at: $99.50 per m³ and after-hours access to NSI Fisherman Quarry: $94.50 per hour. 

Councils' priority is to ensure the safety and maintenance of our community assets and responsibilities. Landowner’s seeking rock can also source rock from other commercial quarries on North Stradbroke Island/Minjerribah or the mainland. 

 
Eligibility

Private landowners from the Central Reach of Amity Point undertaking emergency works on the flow slide barrier.

Application process

1. Submit the application form

2. Follow up

Call (07) 3829 8999 to confirm Council has received the form.

3. Provide advance notice

• Notify Council of the time and date the rock is required.
• Processing time: At least five business days.

Rock supply fees (2025-2026)

• Rock from NSI Fisherman Quarry (by request): $99.50 per m³
• After-hours access to NSI Fisherman Quarry: $94.50 per hour

Next steps after approval

1. Payment and approval
   Once payment is received, Council will send approval to source rock.

2. Contractor arrangements
   Landowners are responsible for managing all works with a contractor. The only approved contractor for accessing the Council quarry is:

3. Rock supply responsibilities
   Landowners are responsible for sorting, loading, transportation, placement of rock, and contractor payments.

Council quarry availability and conditions

• Council does not operate a commercial quarry.
• No guarantee is given by Council regarding the future price or availability of rock.
• The price of rock is listed in Council’s Register of Fees and is based on cost recovery.
• If rock supply is limited, priority will be given to ensure sufficient rock is retained for Council’s assets and responsibilities.
• Private landowners are responsible for sourcing rock from any commercial quarry on North Stradbroke Island/Minjerribah or the mainland that meets their required specifications.

Legal and compliance requirements

• Construction and maintenance of erosion protection works are the responsibility of landowners.
• The flow slide barrier is an existing structure, so a retrospective DA application is required.
• Emergency works can proceed under Section 166 of the Planning Act 2016, provided they align with the Safety Management Plan in the Amity Point SEMP (Appendix 2). Regulatory notifications

Landowners undertaking emergency tidal works must notify:

• Council: rcc@redland.qld.gov.au
• A development application must be submitted as soon as reasonably possible.

• Volume required for a 20m length x 3m width x 4m depth:

Landowners are responsible for organising all works with a contractor, including sorting, loading, transportation, placement of rock and payment of contractor for services provided.

Alternative rock sources restrictions

• If Council quarry access is not applicable, landowners must source rock from other commercial quarries on North Stradbroke Island/Minjerribah or the mainland.
• If a landowner is not from the Central Reach of Amity Point or is not undertaking emergency works under Section 166, rock supply will not be provided, and Council cannot process the application.
