Public gallery
A limited number of seats are available in the public gallery of Council’s Chamber. An overflow room will also be available if the public gallery seats in the Chamber are at capacity.
Public participation
All applications for public participation are required to be submitted online through the Public Participation Application form. Applications must be submitted by 12 noon on the Monday before the Council meeting.

Council ordinarily allows a total of 15 minutes for public participation. Each approved speaker may speak for up to five minutes. For a deputation of three or more people, no more than three people may speak on behalf of the deputation unless Council resolves otherwise.
Priority will be given to those applicants who wish to speak to a matter that is on the agenda for the relevant General Meeting.
Council’s meetings are live streamed. Members of the public in the Chamber public gallery and those addressing Council will be visible on the livestream.
Petitions
What is a Petition?
A petition is a formal means by which members of the community may raise a matter of concern and request Council's consideration or action.
An online petition (or e-petition) is a form of petition which is conducted completely online (requested, published and signed online).
Rules for Petitions
For a petition to be accepted and presented to a meeting, it must meet the following eligibility criteria in accordance with section 5.9 of Council Meeting Standing Orders GOV-017-P Statutory and Non-Statutory Meetings of Council Policy including standing orders(PDF, 420KB):
- Be in legible writing or typewritten and contain a minimum of 10 signatures.
- Be supported by each petitioner through a signature or electronic endorsement that enables the petitioner to be identified and their support for the petition to be verified.
- Include the name, full address and contact details of the Principal Petitioner (the key contact).
- Include the name, address and postcode of all petitioners.
- Include the details of the specific request/matter on each page (within word or character limit as specified on the form).
- Be about a subject within which Council has the power to act.
- Be reasonable, factually correct, respectful and not contain any offensive language.
- Not identify or refer to individuals, Councillors, Council employees, organisations, or members of the public.
- Not address a matter previously considered and responded to by Council through a petition within the previous 24 months.
- Not apply for a grant of public money.
A petition to be presented at a General Meeting of Council must be received by the Chief Executive Officer at least seven days before the meeting at which it is proposed to be presented.
A petition to Redland City Council will be presented by the relevant Divisional Councillor to a General Meeting of Council.
How to undertake a Petition
Petitions can be undertaken both in person and online.
In person
- Download our Petition to Redland City Council form(PDF, 184KB). This form can also be obtained in person at our customer service centres.
- State your request of Council or action required.
- The petition must be signed by the principal petitioner and all supporting petitioners.
- Hand in your petition at our Cleveland, Capalaba or Victoria Point Customer Service Centre or via post to: Redland City Council, PO Box 21 CLEVELAND QLD 4163
