Public gallery

A limited number of seats are available in the public gallery of Council’s Chamber.  An overflow room will also be available if the public gallery seats in the Chamber are at capacity.

Public participation

All applications for public participation are required to be submitted online through the Public Participation Application form.

Council allocates 15 minutes for public participation. This allows three attendees, each allocated no more than five minutes. 

Priority will be given to those applicants who wish to speak to a matter that is on the agenda for the relevant General Meeting.

Council’s meetings are live streamed. Members of the public in the Chamber public gallery and those addressing Council will be visible on the live stream.

Petitions

What is a Petition?

A petition is a formal request signed by at least 10 persons that can be used to lobby a law-making body, like a local Council, on a particular matter.

Petitions allow the community to bring matters of concern to Council's attention. Council can be petitioned for any matter that comes under its jurisdiction.

An online petition (or Internet petition, or e-Petition) is a form of petition which is conducted completely online (requested, published and signed online).

Rules for Petitions

For a petition to be accepted and presented to a meeting, it must meet the following eligibility criteria:

  • Be about a subject within which the local government has the power to act.
  • Contain a minimum of ten (10) signatures and not be signed more than once by each petitioner.
  • Be respectful and not contain any offensive language.
  • Not identify or refer to any individual, local government employee, Councillor, organisation, or member of the public.
  • Not address matters previously considered and responded to by Council through a petition within the last 24 months.
  • Include the details of the specific request/matter (word limit 250 words).
  • Applications for a grant of public money are not accepted as petitions.

In addition, all paper petitions presented to a meeting must also meet the following eligibility criteria:

  • Be in legible writing or typewritten.
  • Be signed upon the petition itself and not be copied or pasted onto the petition.
  • Include the name and contact details of the Principal Petitioner (i.e., one person who is the organiser and who will act as the key contact for the issue).
  • Include the postcode of all petitioners.
  • Have the details of the specific request/matter on each page.

Any petition presented to a meeting of the local government must be received by the Chief Executive Officer seven (7) days prior to the meeting at which it is to be presented.

A petition to Redland City Council will be presented by the relevant divisional councillor to a General Meeting of Council.

How to undertake a Petition

Petitions can be undertaken both in person and online.

In person

  1. Download our Petition to Redland City Council form(PDF, 184KB). This form can also be obtained in person at our customer service centres.
  2. State your request of Council or action required.
  3. The petition must be signed by the principal petitioner and all supporting petitioners.
  4. Hand in your petition at our Cleveland, Capalaba or Victoria Point Customer Service Centre or Post to Redland City Council, PO Box 21, Cleveland QLD 4163
