A new City Plan

In June 2025, Council endorsed the preparation of a new planning scheme to be known as the Redlands Coast City Plan (RCCP). Once adopted, the new planning scheme will guide future land use and development for the next 20 years.

RCCP timeframe

Preparing a new planning scheme is a complex process that involves multiple stages, as well as several approval gateways. It also requires extensive collaboration and consultation with the Queensland Government, the wider Redlands Coast community, businesses and industry, and a wide range of interested stakeholders.

Where are we now?

Following Council’s 2025 decision to prepare a new planning scheme, a range of technical and background studies are currently underway. The project team has also commenced work on the strategic directions that will guide the new planning scheme. 

2026

  • Finalise technical and background studies.
  • Finalise the Draft Strategic Directions Paper.
  • Commence drafting the RCCP.

2027

  • Public consultation on the Draft Strategic Directions.
  • Draft new RCCP to go to First State Interest Review.

2028

  • Public consultation on the Draft new RCCP.

2029

  • Draft new RCCP to go to Second State Interest Review.
  • New Redlands Coast City Plan adopted and commenced.

Request to review

As Council begins work on its new RCCP, we would like to hear from all Stakeholders about the matters they believe should be considered in developing the new planning scheme. Some examples of these matters include: 

  • Suggested zoning changes for a particular property.
  • Proposed amendments to, or removal of, an overlay.
  • Emerging land use planning issues, opportunities or challenges that are not adequately addressed by the current City Plan 2018.
  • Suggested changes to assessment provisions, planning scheme policies or other planning controls that could be strengthened, simplified, updated or removed.
  • Any other planning matters you believe should be considered in the preparation of the Draft new RCCP.

City Plan 2018 review

An extensive review of the current City Plan was undertaken in 2025 and included stakeholder input across council, industry and community. Apart from proposed ‘structural changes’ to be made to the new RCCP, such as the use of more images, maps and diagrams; the feedback highlighted that future planning for the city needs to consider the following:

  • Boost opportunities for greater housing choice and diversity.
  • Plan for vibrant and viable centres of activity.
  • Ensure up to date and readily accessible natural hazard information.
  • Incorporate new and future development into existing communities.
  • Integrate active transport into all relevant planning provisions.
  • Strengthen environmental outcomes.
