Strategic Asset Management Plan
Supporting Redland City Council’s vision
Strategic Asset Management supports Redland City Council’s vision to be forward thinking, engaged and focused on enriching community lifestyles.
Council’s Strategic Asset Management Plan(PDF, 4MB) guides how Council plans, builds, maintains and renews the infrastructure and community facilities residents rely on every day—from local roads and drainage to parks, libraries and community facilities. By planning ahead, Council can keep assets safe, reliable and sustainable while balancing service levels, risk and cost so resources are used wisely now and into the future.
What strategic asset management does
Through Council’s Strategic Asset Management Plan, Council works across the organisation to:
- Plan and deliver assets and services
- Turn Council’s long-term goals into practical projects and day-to-day services.
- Prepare Asset and Service Management Plans (ASMPs) for key asset groups (for example, roads or parks) to guide routine maintenance and long-term renewal.
- Use clear standards to guide decisions
- Develop and maintain policies, standards and guidance so asset decisions are made consistently across Council (aligned to recognised frameworks such as ISO 55000).
- Support clear reporting and evidence-based decisions, while keeping processes practical for delivery teams.
- Keep accurate asset records (asset register)
- Maintain a reliable asset register (a central record of what Council owns, where it is and what condition it is in) using consistent naming and classification.
- Keep records aligned across systems and check data regularly so planning, budgeting and financial reporting (including depreciation) are based on accurate information.
- Improve data quality for better decisions
- Set clear responsibility for key information and check that data is complete, accurate and consistent.
- Monitor data quality and system changes, manage access appropriately, and use information to support whole-of-lifsk-based decisions and forecasting.
- Fill information gaps (where needed)
- Set minimum information requirements, identify gaps that matter most (based on safety, risk and service impact), and coordinate efficient data capture—including smart technology where appropriate.
- Use consistent information to support planning and investment decisions.
SAM Focus Areas
Strategy
We set long term priorities, so every asset decision supports Council’s goals and community vision through Council’s Strategic Asset Management Plan(PDF, 4MB) .
Governance
Strong leadership and clear accountability make asset decisions transparent and consistent.
Operations

Finance
We ensure whole-of-life costs are considered so services remain sustainable and affordable.
Future Readiness
We adopt smart technologies and plan for growth, so Council services continue to align with community needs, changing expectations, and long-term strategies.
Asset Insights
Shape better service with technology and data
As part of the Strategic Asset Management Plan, Council is improving how it uses technology and data to better understand asset condition, performance and demand.
It brings together real-time data, modern technology and deep analysis to give Council a clearer understanding of:
- How assets are being used.
- When and where services are needed.
- How assets are performing.
This information supports evidence-based decisions about where and when to maintain, renew or improve assets—so investment is targeted to places and services with the greatest need and benefit for the community.
Why It Matters
Asset Insights Service helps Council:
- Plan maintenance and renewals using better information.
- Maintain and renew assets at the right time to reduce unplanned failures and disruptions.
- Deliver services that reflect actual community use and demand
How Community Benefits
For residents, this means:
- Better value for money from rates
- Services that adapt to changing needs
- Better planning for future growth and changing needs.
