Closed landfill sites and work updates

Temporary fencing around the cricket field drainpipe area has been reinstated following the significant rainfall experienced over the past month which has the potential for leachate-impacted water in this area. While the visual appearance may be concerning, the risk is considered low. The discolouration is primarily a result of low flow conditions, which allow naturally occurring flocculation to become more apparent. 

The fencing has been installed as a precautionary measure to guide slashing activities and to ensure park users are aware of the potentially affected area.

Location: John Fredericks Park, 144 Old Cleveland Road, Capalaba QLD 4157

Description: Persistent wet weather since early 2024 has led to seepages of potentially leachate-impacted water being identified on-site.

Status: A development assessment application has been lodged with supporting evidence. The site continues to be monitored to identify any emerging risks while Council awaits a response from the development assessment team before works can be undertaken.

Timeline: March 2025 – September 2026 (subject to weather/DA approval).

• Area near the greyhound track (open stormwater drain).
• Area behind the skate park and near the soccer fields.

Description: Following Ex-Tropical Cyclone Alfred, new seepage areas were identified and temporarily closed off to public access. 

Status: 

• Environmental risk has been assessed as low.
• Temporary fencing and signage are installed where required to manage public safety. Where fencing is not in place, the area has been assessed as safe for public use at this time.
• Areas previously affected by Ex-Tropical Cyclone Alfred have since returned to normal conditions, with only clean stormwater observed pooling temporarily before naturally draining into the ground.
• Ongoing inspections and water quality monitoring are in place.
• Design work has been completed for a permanent remediation solution for the stormwater drain, with State approvals currently in progress.
• A concept design is currently underway to manage any potential future leachate pooling behind the skate park, to support budget planning and a long-term engineered solution.

Timeline / What's next:

• Routine inspections continue every two months, with additional checks after heavy rain.
• Quarterly ground and surface water monitoring is part of Council's broader landfill monitoring program.
• Construction timing for permanent remediation works will be confirmed once required approvals and funding are finalised.

• Embankment area near the pedestrian culvert bridge.

Description: During prolonged wet weather, potential leachate-impacted water seeped from the embankment into a nearby drainage line. This is weather-dependent and not consistently present.

Status:

• Risk to the community is considered low.
• Flag bunting and signage are in place for the public's awareness.
• A small-scale temporary filtration system has been installed as an interim measure.
• Regular inspections and targeted water sampling continue.

Timeline / What's next:

• Temporary measures will remain while monitoring continues.
• Future works are subject to approvals and funding.

Ongoing oversight:

• Council continues to work closely with specialist consultants and the regulator, the Department of Environment, Tourism, Science and Innovation (DETSI). DETSI is kept informed of monitoring results and project progress. No immediate health risks to the wider community have been identified, and affected areas remain localised.
