Capalaba Town Centre Revitalisation Project

Redland City Council, in partnership with subsidiary company Redland Investment Corporation (RIC), recently held an expression of interest campaign to secure a development partner to deliver an exciting, innovative and landmark development to support the revitalisation of Capalaba.

The Capalaba Town Centre Revitalisation Project provides the opportunity to deliver a world class active urban heart for Capalaba.

The 2.05-hectare site is located within the commercial hub of Capalaba and includes the Capalaba Bus Interchange - a key transport node providing connectivity to the inner and eastern suburbs of Brisbane. 

Council and RIC are committed to the revitalisation of the Capalaba town centre and are seeking the expertise and creativity of the development industry to deliver high quality, innovative and creative development outcomes.

The vision for the project includes the reinstatement of current civic assets that include the Capalaba Library, Customer Service Centre, Arts Centre and Hall.

The site offers broad ranging development potential with a rich mix of land uses encouraged to drive the day/night economy that includes commercial, retail, entertainment, and community.

Following an extensive Expression of Interest campaign, Council and RIC announced Shayher Group as the preferred Development Partner and have entered into a Memorandum of Understanding, setting out a plan for the next phase of negotiations.

What is the process for appointing a development partner to deliver the project?
Following the expression of interest campaign, a shortlist will be selected and reviewed by an evaluation panel against the evaluation criteria outlined in the Capalaba Town Centre Revitalisation Project Information Memorandum. Shortlisted developers have been invited to submit detailed plans for consideration through a Release of Request for Detailed Proposal stage. The preferred developer will then be selected and appointed.

Will the project impact upon traffic flow within the area?
The successful development partner will be required to consult with traffic engineers during the design and planning phase of the project. Traffic impacts will be considered by Council and the Department of Transport and Main Roads during the assessment phase.

Will there be a community consultation process once a developer has been appointed and a plan for the area announced?
This is not yet known. Depending on the exact details of the successful proponent's plans for the area, a formal public consultation period may be required. The requirements for a formal consultation period are outlined in the Redland City Plan 2018.

Will the existing Bus interchange and park and ride be removed or relocated?
The site comprises the Capalaba Bus Interchange and is adjacent to express services to the Brisbane CBD and the planned Eastern Busway extension. These immediate public transport links will support development outcomes.

As part of the vision to provide growth opportunities for the area, Council and RIC will be looking at improving public transport access and through the expression of interest campaign will be considering options that will allow Capalaba to be metro ready. Development plans for the area should consider the Department of Main Roads and Transport's Eastern Busway project and Brisbane City Council's metro project.

The Eastern Busway is a key regional project and central component in achieving a connected and transport integration activity centre. ShapingSEQ South East Queensland Regional Plan 2017 notes the Eastern Busway extension to Carindale and Capalaba (as a busway or other priority corridor) as priority shaping infrastructure. The Eastern Busway is currently protected under Queensland Government planning.

Should a proposal include the removal of the Capalaba Bus Interchange/ Bus Station, an alternative Bus Interchange/Bus Station solution will need to be identified. The solution should provide the equivalent functional and future operational requirements for both facilities and include Brisbane Metro capabilities. Staging between the two facilities would also need to be considered and support bus priority treatments.

Any change from the current plans will only be considered if Council, Translink and the Department of Transport and Main Roads are satisfied that any proposed alternative location, route alignment or design does not inhibit or impact upon the delivery and ongoing operation of the bus network and is consistent with the Capalaba Activity Centre Master Plan 2010 vision and principles and enhances the extension of the Eastern Busway.

Will the Capalaba library be closing down or will it be relocated within the precinct?
The vision for the project includes the reinstatement of current civic assets that include the Capalaba Library, Customer Service Centre, Arts Centre and Hall. These assets may remain in the same area which they are currently or be moved to another area within the precinct. This level of detail will be addressed following the appointment of a Developer during the planning and design phase of the project.

As part of the returnable works, the selected developer will be requested to make arrangements for temporary alternate Library, Customer Service Centre and Art Centre accommodation within the Capalaba town centre precinct during the construction period to ensure there are no disruptions to services.

Who will pay for the infrastructure to be provided through the Capalaba Town Centre Revitalisation Project?
All community infrastructure to be provided as part of the project will be delivered by the chosen developer at no cost to Council.

What is the timeline for the project?

  • 3 December 2018 - Expression of interest campaign launch.
  • 15 February 2019 - Expression of interest campaign closes.
  • March 2019 - Assessment and evaluation of expressions of interest. Shortlist of preferred proponents identified and selected and reviewed by the Council and RIC assessment panel.
  • April 2019 - Release of Request for Detailed Proposal stage commences.
  • June/July 2019 - Request for Detailed Proposal stage closes.
  • September 2019 onwards - Preferred developer selected and appointed and any required amendments to proposed plan made. The appointed developer will lodge relevant development applications for assessment by Council. Pending approvals, the project will move to the construction phase.
