There are several reasons why it's not feasible to mulch green waste and provide it to the community.
Biosecurity risks
Green waste can contain invasive weeds, weed seeds and plant diseases. If these materials aren't treated correctly, they can spread through mulch products and impact local gardens, farms and natural environments.
In addition, south-east Queensland is affected by fire ant biosecurity restrictions. Fire ants can be spread through materials such as mulch, soil and green waste, so strict controls apply to how these materials are processed and moved.
To help prevent the spread of fire ants and comply with biosecurity requirements, Council does not mulch and redistribute green waste collected through its waste services.
Contamination risks
Despite everyone's best efforts, loads of green waste can sometimes contain contaminants such as:
- General waste
- Plastics
- Treated timber
- Metal fragments
- Hazardous materials, including asbestos
These contaminants make it difficult to guarantee a safe, high-quality product for public use and must be removed before being sent for processing.
Processing requirements
Producing mulch that is safe and suitable for community distribution requires specialised equipment, quality control processes and ongoing testing to meet Australian Standard (AS 4454). These activities add considerable cost and operational complexity. This is an industry standard and Council play their part in ensuring the market for this product is sustainable.
Space
Processing green waste into compost or mulch requires significant space and time. Due to the large volumes received, Council's Recycling and Waste Centres do not have sufficient on-site capacity to undertake this processing and must be a minimum of four kilometres from a household. As a result, green waste must be transported to specialised facilities outside the city for processing.
