On 30 November 2018, Redland Investment Corporation, a wholly-owned subsidiary of Redland City Council announced the lodgement of a development application for a townhouse project at 521 Old Cleveland Road East, Birkdale.

RIC developed 13 high quality two-storey townhouses on 3,559sq m of the 20,209sq m site. The 3,559sq m component of the site is situated on the corner of Old Cleveland Road East and Randall Road and replaced previously outdated and uninhabitable housing.

RIC engaged environmental consultants to undertake a vegetation rehabilitation program which involved planting trees and rejuvenating the remaining 16,650sq m of land, which has been retained as the conservation area, the Jack Rosa Urban Habitat.

The rehabilitation of the conservation area involved the removal of declared pests, weeds and exotic plants to provide an improved koala habitat.

Now that the rehabilitation works have been completed, the 16,650sq m conservation area has been transferred back to Council.

Council transferred the entire 20,209sq m site to RIC in 2016 to help revitalise the Birkdale area.

What rejuvenation works were completed?

The environmental rejuvenation works involved clearing a number of trees and Redland Investment Corporation engaged environmental specialist consultants to execute tree planting and a comprehensive vegetation rehabilitation plan, in line with the requirements of the Environmental Offsets Act 2014.

RIC undertook a combination of tree planting and monetary contributions. The tree planting was conducted in the conservation area and on vacant land at 61 McMillan Road, Alexandra Hills.

What has been done to protect the koalas on the site during the tree clearing process and beyond?

The following steps were taken to protect the koalas on site:

  • Tree removal was timed to occur following breeding season.
  • A dedicated environmental consultant conducted a pre-clearing report.
  • Fauna spotters were on site during clearing works.
  • Appropriate safety measures were undertaken during clearing works.

Koala Action Group has been consulted about the project, including the planting and rehabilitation plans.

Will the large block of adjoining conservation land be developed in the future also?

No. The large conservation area spanning 16,650sq m adjoining the site will be transferred back to Council and will remain a conservation area. RIC will be rehabilitating the conservation area, removing declared pests, weeds and exotic plants to provide improved koala habitat.

Why did Council transfer the site to RIC to develop?

On 10 December 2014, the Council resolved that the property at 521 Old Cleveland Road East, Birkdale was surplus land and resolved to transfer the Property to Redland Investment Corporation. The property was transferred to Redland Investment Corporation on 12 January 2016. 

The 3,559sq m corner site had been re-zoned as medium density and was occupied by outdated housing. The development will provide a valuable boost for the economy and community, providing a range of jobs for local trades during the construction period.
