Roadmap to planning for the Southern Moreton Bay Islands
SMBI 2030 is the community’s and Council’s roadmap to future planning for the Southern Moreton Bay Islands (SMBI) for the next ten years and beyond. It includes and builds on the Southern Moreton Bay Island Planning and Land Use Study (SMBI PLUS) that has guided Council planning on SMBI since 2000.
Final plan approved
Council adopted the SMBI 2030 plan on Wednesday 14 December 2011.

Background
In 2000, Council endorsed the Southern Moreton Bay Islands Planning and Land Use Strategy (SMBI PLUS) prepared in partnership with the State government. The SMBI PLUS has guided Council’s planning for the islands of Macleay, Perulpa, Lamb, Karragarra and Russell. It has also provided a basis for seeking support from the State government to address the planning challenges existing on the SMBI.
Changes to how governments manage planning has created the need to review the SMBI PLUS document. An outcome of the SMBI PLUS Review project is the draft SMBI 2030 modelled on the Redlands 2030 Community Plan.
The SMBI PLUS Review and the SMBI 2030 documents are driven by:
- The CEO’s Framework for addressing SMBI issues
- The Mayors’ Bay Islands Blueprint
- The Redlands 2030 Community Plan

Community engagement
Council undertook two rounds of community engagement to review the SMBI PLUS and create the SMBI 2030.
Stage one – review of SMBI PLUS and creating a vision with SMBI 2030
For the review of the original SMBI PLUS and creating a draft SMBI 2030, council:
- drew on extensive community feedback from the Redlands 2030 (Community Planning) process
- held consultations including:
- A series of workshops with Council’s SMBI Communities Advisory Committee
- Presentations and meetings with the SMBI Forum and other community groups
- Feedback on the results of these activities and input from the State Governments SMBI Senior Officer Working Group
- Input from a cross departmental Council Working Group
Stage two - feedback on draft SMBI 2030 and SMBI Plus review
Once these two documents were drafted, Council sought submissions from the public.
Activities included:
- Documents and feedback submission forms on this page and at locations on the SMBI and the mainland
- Meet the planner sessions on Russell and Macleay islands and the mainland
- Open house sessions on Russell and Macleay islands
- Promotion of the consultation in
- A newsletter delivered to all SMBI dwellings
- A letter to approximately 7,500 absentee land owners
-The Bayside bulletin and Bay Island news
- Advertising on the screens of BITS ferry services
- Posters on notice boards on the Islands and the Weinam Creek terminal
- The Home page of this website
- Redlands pulse email bulletin
Council received 50 submissions in relation to the draft SMBI 2030 Community Plan. Council also included feedback from the Open Houses and Meet the Planner sessions within the submission review process. Thank you for your feedback which was used in developing the final SMBI 2030.
Stage three – Responding to submitters to the draft SMBI 2030
The 50 submissions received by Council for the SMBI 2030 were reviewed and changes were made to the final draft of SMBI 2030 in light of these submissions. Submissions were received from SMBI residents, absentee landholders, internal Council officers and State agencies.
The final draft of the SMBI 2030 was adopted by Council at its General Meeting on 14 December 2011. To review the submission review report and to see specific responses to submissions received, please click on the relevant link below:

The Report contains a review of the submissions received and the changes made to the draft SMBI 2030 because of this feedback. The report also contains two appendices. The first relates to Council review of the whole of State government response to the SMBI 2030. The second is a detailed breakdown of all submissions received, along with responses from Meet the Planner sessions and the Open Houses held on Macleay and Russell Islands during the community consultation process.
Council would like to thank all submitters for their feedback on the draft SMBI 2030. Council hopes submitters, State agencies and the wider SMBI community get behind the adopted SMBI 2030 and support the ongoing objectives of this SMBI specific Community Plan.
