Local Growth Management Strategy for the Redlands
The State Government recently advised that with the commencement of the SEQ Regional Plan Review 2009-2031, Redland City Council is no longer required to prepare a Local Growth Management Strategy (LGMS).
In particular, as the new draft SEQ Regional Plan is expected to be released for public comment in December 2008 and finalised early in 2009, Local Government will shift its strategic planning focus to providing input into the new plan.
As a result of this decision, the draft Redlands LGMS will not need to be finalised. Instead, the LGMS and supporting materials will be used as key input to inform and influence the SEQ Regional Plan Review.
Revised LGMS
Prior to this advice, Council at its General Meeting on 2 July 2008 resolved to submit a revised Draft Redlands Local Growth Management Strategy and associated Schedule of Implementation Activities to the State Government for consideration as part of the SEQ Regional Plan Review 2009-2031.
This decision follows Council’s earlier decision at its General Meeting on 30 April 2008 to withdraw the draft LGMS from 1st State Interest Review in response to community concerns over growth management strategies set out in the LGMS.
Key changes
Council reviewed the draft LGMS to meet the Local Government submission timeframe for the SEQ Regional Plan Review 2009-2031 of 18 July 2008. Key changes as a result of this review include:
1. the removal of the Southern Redland Bay Investigation Area from draft LGMS population estimates and request the State Government includes the Investigation Area within the Regional Landscape and Rural Production Area of the new SEQ Regional Plan;
2. a reduction in the draft LGMS dwelling estimates for South East Thornlands and Kinross Road Major Development Areas (MDA);
3. the removal of dwelling estimates for the Point Lookout Emerging Urban Community (EUC) zoned lands;
4. a reduction in the draft LGMS dwelling estimates for mainland infill development; and
5. the identification of the Double Jump Road Area (included in the Urban Footprint) as a future land bank to accommodate medium to longer-term growth.
As a result, the dwelling estimates and population planning figure to 2026 has been revised.
The revised draft LGMS contains a dwelling estimate of 19,565 new dwellings by 2026 comprised of 11,785 infill dwellings and 7,780 greenfield dwellings. The estimates include 2,390 dwellings on the Southern Moreton Bay Islands and North Stradbroke Island.
This establishes a revised 2026 population planning figure of 176,375 persons for the City.
The revised dwelling estimate satisfies the existing minimum target/estimates of the SEQ Regional Plan 2005-2026 of 17,500 new dwellings comprising of 8,100 infill dwellings by 2026.
At the time of submitting the revised draft LGMS, it was expected that additional employment data/projections for inclusion in the LGMS would be undertaken prior to the Redlands community being given the opportunity to provide feedback on the draft Strategy.
Future actions
The revised LGMS 2008 submitted to the SEQ Regional Plan 2009-2031 was intended to be subject to regular review to consider the results of detailed structure planning processes, further investigations of infill capacity resulting from koala habitat investigations, climate change, carrying capacity, peak oil, the provision of adequate and timely infrastructure and further planning population estimates to 2031. Council is yet to finalise any action plan or how to proceed with these considerations or the formal display of the LGMS.
Council encourages the community to actively take part in the SEQ Regional Plan Review 2009-2031 process through opportunities provided by the State Government for public review and comment.
