Capalaba Centre Master Plan Project
Redland City Council is developing a master plan to improve and revitalise the central Capalaba area
[PDF 420KB]. The master plan will guide how central Capalaba will evolve over the next 10 to 20 years. Key aims of the master plan include:
- increasing the number of people living in the centre and supporting greater activity in the centre
- strengthening pedestrian connections and civic spaces
- building on the centres’ retail strengths and diversifying economic activity
- greater coordination of car parking (including considering a park ’n’ ride facility) to support greater use of public transport
- effectively managing traffic movements
- defining a visually attractive layout and built form that is easy to move and find your way though
- providing a place for community and social interaction.

Since November last year a Project Reference Group (PRG) has been established and participated in the first two in a series of three Enquiry by Design workshops. At these workshops, the PRG with the project team have produced:
- a draft vision for the future of the centre of Capalaba;
- a draft set of planning and design principles that support the vision; and
- two conceptual options for the centre of Capalaba.
There was a three-week public display period and comments were invited for the draft vision, principles and two concepts. The submission period was from 18 Feb to 11 March 2009. It is now closed.
Visioning survey
Thank you for your feedback through the visioning survey late last year. The results of the visioning survey were considered by the PRG and project team in the Enquiry by Design workshops. The survey report below presents the results of the 150 surveys returned to Council.

How will the master plan be prepared?
The Capalaba Centre Master Plan will be prepared with on-going community engagement, and comment provided throughout its preparation.
A key component of the master plan preparation process will be a series of Enquiry by Design (EBD) workshops, which will provide all interested parties with the opportunity to contribute and provide feedback. The EBD workshops will bring together people with a wide range of interests in Capalaba to discuss, develop and design possible urban design and planning solutions to make Capalaba a better place to shop, work, live and do business.
Council has engaged independent planning consultants, Urbis, to facilitate the EBD workshops and prepare and test a detailed Capalaba Centre Master Plan. Urbis has extensive experience in master planning and high quality technical skills that will help Council and the community in preparing the master plan.
Enquiry by Design Workshops
Workshop 1
The first Enquiry by Design Workshop was held on 27 November 2008.
Workshop 2
The second Enquiry by Design Workshop was held on 11 December 2008.
Workshop 3
The third and final Enquiry by Design Workshop was held on 19 March 2009.
